RULES AND REGULATIONS OF THE CIPPENHAM (SLOUGH) DOG TRAINING CLUB
1. NAME AND OBJECTS
The Club shall be called CIPPENHAM (SLOUGH) DOG TRAINING CLUB. and its objects shall be to:-
a. Instruct handlers to train their dogs in all aspects of canine obedience.
b. For keener members to train their dogs for obedience and/or agility contests at shows.
The Committee shall comprise the following:-
In addition there shall be a minimum of 3 further Committee Members with voting rights and with an even balance of Agility and Obedience representation across the entire Committee.
There shall also be 2 further Officers who shall have no voting rights:-
The following Officers and Committee Members shall have full voting rights at Committee Meetings:-
Chairperson, Hon. Secretary, Hon. Treasurer, All Committee Members
In the event of an even vote, ie 3 : 3 / 4 : 4, the Chairperson shall have an extra casting vote. The Management of the Club shall be in the hands of the Officers of the Club and the Committee who shall retire annually. Members of the Committee shall be eligible for re-election every year. Meetings of the Committee shall be held as often as deemed necessary, but at least every six months. A Quorum for the Committee shall be 5.
The Committee shall have the power to co-opt members onto the Committee in the event of positions becoming vacant between General Meetings.
Those co-opted shall only hold Office until the next General Meeting of the Club, at which an election of Officers and Committee takes place.
No individual who has been a member for less than 1 year may be elected onto the Committee
3. ELECTION OF MEMBERS
Candidates for Membership of the Club shall be accepted on payment of the Annual Subscription.
4. VOTING RIGHTS AT GENERAL MEETINGS
Each Club Member shall be entitled to one vote immediately upon acceptance of Membership. Postal votes are not allowed. Voting shall be as decided by the majority at the Meeting. In the case of joint membership, each member of the partnership shall have one vote.
5. MEMBERSHIP LIST
The Society will make available a list of Members and their addresses for inspection, if so requested, by the Members of the Society or the Kennel Club.
6. CLUB PROPERTY
The Property of the Club shall be vested in the Committee. In the event of the Club ceasing to exist, a General Meeting shall be called to decide the disposal of the Club’s Assets and the outcome of the Meeting notified to the Kennel Club. (If a registered club is wound up or ceases to be a Registered Society under the Regulations, a final statement of accounts with a record of the disposal of the property of the Society shall be forwarded to the Kennel Club within six months and the persons named as Officers and Committee of the Club will be held responsible by the Kennel Club).
7. CLUB ACCOUNTS
a. A Banking Account shall be held in the name of the Society at the Alliance and Leicester Commercial Bank (previously the Giro Bank), Bootle, Merseyside, into which revenue of the Society shall be paid and from which withdrawal shall only be made on the signature(s) of the Chairman, Treasurer and Secretary, of whom at least two must sign any one cheque. An additional Treasurer’s Account shall be held in the name of the Society with the Nationwide Building Society. The same restrictions shall apply for withdrawal as with the Alliance & Leicester Account (above).
b. An independent person with accountancy qualifications or two unqualified persons with accountancy experience should be appointed to verify the accounts prior to the AGM.
The Annual Subscription together with the Monthly Subscription shall be an amount agreed by the Members in General Meeting and notified to the Kennel Club. No Member whose subscription is unpaid is entitled to any of the privileges of Membership and if the Member shall fail to pay outstanding subscriptions by the end of March, his/her name shall automatically be erased from the Register. Acceptance back onto the Register will be dependent upon a new application and payment of back arrears.
9. EXPULSION OF MEMBERS
Any Member who shall be suspended under Kennel Club Rule A42j(4) and/or any Member whose dog(s) is/are disqualified under Kennel Club Rule A42j(8) shall ipso facto cease to be a Member of the Society for the duration of the suspension and/or disqualification.
If the conduct of any Member shall, in the opinion of the Committee of the Society, be injurious or likely to be injurious to the character or interests of the Society, the Committee of the Society may call a meeting, the object of which is to consider the conduct of that Member and to determine that a Special General Meeting shall be called to expel him/her. Notice of the Special General Meeting shall be sent to the accused Member, giving particulars of the complaint and advising the place, date and hour of the Meeting in order that he/she may attend and offer an explanation. If at the Meeting a resolution to expel is passed by a two thirds majority of Members present and voting, his/her name shall forthwith be erased from the list of Members, and he/she shall thereupon cease for all purposes to be a Member of the Society except that he/she may, within two calendar months from the date of such Meeting, appeal to the Kennel Club, and subject to such conditions as the Kennel Club may impose.
10. FINANCIAL YEAR/ANNUAL GENERAL MEETING
The Financial Year of the Society shall be from 1st December to 30th November and the Annual General Meeting shall be held in February of each year.
11. GENERAL MEETING
The object of a General Meeting is to receive the Report of the Committee and the Balance Sheet; to elect Officers and to discuss any resolutions which appear on the Agenda (which have been passed to the Secretary previously). Items not appearing on the Agenda will only be discussed at the discretion of the Chairperson. Members will be notified of a General Meeting in writing four weeks prior to the date of the Meeting. Copies of the Agenda will be circulated at the General Meeting together with copies of the Minutes of the previous General Meeting and the Balance Sheet.
11a. SPECIAL GENERAL MEETINGSA Special General Meeting shall be summoned by the Hon. Secretary if 50% or more of the Members send a signed requisition stating the subject to be discussed and requesting a Special General Meeting to do so. No other business other than that specified on the Agenda shall be discussed at such a Meeting. The Committee is empowered to call a Special General Meeting at its discretion. Members will be notified in writing one week prior to a Special General Meeting.
12. AMENDMENTS TO RULES
The Rules of the Society may not be altered except at a General Meeting, and such proposals shall be notified in the Agenda. The Kennel Club must be notified of any changes prior to them becoming effective.
13. ANNUAL RETURNS
The Officers acknowledge that during the month of January each year, Maintenance of Title fee will be forwarded to the Kennel Club by the Secretary for the continuance of Registration and that by the 31st July each year other returns, as stipulated in the Kennel Club Regulations for the Registration and Maintenance of Title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Municipal Authorities, will be forwarded to the Kennel Club.
14. KENNEL CLUB FINAL COURT OF APPEAL
The Kennel Club shall be the Final Court of Appeal in all matters of dispute.
15. CLUBS AND SOCIETIESThe Society shall not join any Federation of Societies or Clubs.
16. CLUB LOGO
The Club Logo shall consist of a pawprint (central) with the words ‘CIPPENHAM (SLOUGH) DOG TRAINING CLUB ESTABLISHED 1954’ encircling the pawprint. The wording ‘OBEDIENCE’ shall appear in a straight line above, and ‘AGILITY’ in a straight line below the pawprint within the circle. No alteration can be made to the design or wording of the Logo unless agreed at the Annual General Meeting.
17. No person, whilst an undischarged bankrupt, may serve on the Committee of, or hold any other office or appointment within, a Kennel Club Registered Society.
18. PREVENTION OF SPREAD OF DISEASE
In accordance with Kennel Club Rules and Regulations, under which the Club operates, no dog shall be trained at/attend Club Meetings whilst suffering from/having knowingly been in contact with an infectious illness/condition.
